William Ray Hill was born in Chicago, Cook County, Illinois. He was later living in Murphysboro, Jackson County, Illinois and attended high school there. He was later living in Kenosha, Wisconsin.

At that time he was killed in action, he was on his second tour of duty in Vietnam. His first as a helicopter pilot.

He was on the crew as Co-Pilot aboard the UH-1B helicopter #63-08736 on an armed reconnaissance mission when they were shot down by ground fire. All on board were killed. This occurred near near Doi Ma Creek in Quang Ngai Province.
